Colonel Carolyn D. Bird is the Director of Manpower and Personnel, United States Strategic Command (USSTRATCOM), Offutt Air Force Base, Neb. As Director, she develops and administers command manpower and personnel policies, human resources and personnel assignment programs.

Col. Bird has served in a variety of command and staff positions since her commissioning in 1993. Her assignments as an Adjutant include Marine Air Control Group 38, Marine Aircraft Group 11 and 3d Marine Aircraft Wing (3d MAW). She has served in manpower billets at 3d MAW and Marine Corps Air Station Cherry Point. Her special staff officer billets include Staff Secretary, 3d MAW, Aide-de-Camp to the Commanding General, 3d MAW, and Protocol Officer, Recruit Training Depot Parris Island/Eastern Recruiting Region. She has served as an Executive Officer at the company, battalion and group level at Oscar Company, 4th Recruit Training Battalion, 4th Recruit Training Battalion (4thRTBN), and III Marine Expeditionary Force Headquarters Group. She was a Series Commander at Oscar Company, 4thRTBN, Company Commander, November Company, 4thRTBN, and was the Battalion Commander of Headquarters Battalion, Marine Corps Base Hawaii. After attending Marine Corps War College, she was a Military Faculty Advisor at Command and Staff College for one year before becoming the Associate Dean, Leadership Department Head for the college. Col. Bird most recently served as a Battle Watch Commander in the Global Operations Center at USSTRATCOM.
