Ms. Kerry E. Kelley, SES
J6 Director, C4 Systems
Ms. Kerry Kelley, a member of the Senior Executive Service, is Director of C4 Systems and Chief Information Officer, United States Strategic Command, Offutt Air Force Base, Nebraska.
Her directorate is responsible for providing and assuring global-integrated Command, Control, Communications and Computer Systems capabilities for US Strategic Command to execute support of full spectrum operations spanning global strike, space, ISR, and cyberspace operations. She is responsible for management of over $20B of on-orbit communications assets. Ms. Kelley also translates DoD/JCS communications and information policies and applies them across the command.
She is also responsible for developing, coordinating, and implementing USSTRATCOM enterprise information environment support for Chief Information Officer (CIO) initiatives, policy, and guidance, including Clinger-Cohen Act compliance and information resource management, and information technology (IT) governance process, including its capital planning, business process improvements, and portfolio management.
Ms. Kelley was born in Canton, Ill. She graduated from Creighton University, Omaha, NE in 1984 with a Bachelor of Science degree in Mathematics and earned a Master of Science degree in Operations Research from Northwestern University, Evanston, Ill. in 1985. Ms. Kelley also attended the Harvard Senior Executive Fellowship Course, Negotiation Skills Training, and the DoD Civilian Leadership and Management Training Course. She entered Senior Executive Service in July 2007.
Ms. Kelley’s previous assignments at USSTRATCOM include the Associate Director, USSTRATCOM/J8, where she was responsible for conducting force management and analysis to include integrating, coordinating, prioritizing and advocating USSTRATCOM future concepts, mission capability needs, weapons system development, support for emerging technologies and command and control architecture across the mission areas. She also has experience as the Senior Technical Advisor and Deputy Chief, NETOPS/NETWAR Division; Senior Technical Advisor and Deputy Chief, Future Capabilities Division; Chief, Experimentation and Strategy Division; and Science and Technology Advisor. Ms. Kelley’s experiences and projects include the Nuclear Weapons Council Senior Steering Group, the Nuclear Posture Panel, and the Follow-on START Treaty.
Her major awards and decorations include the Air Force Special Act/Service Award; the Air Force Meritorious Civilian Service Award; the Air Force Exemplary Civilian Service Award and numerous Air Force Superior Performance Awards.
