Foreign Policy Advisor

United States Strategic Command Seal Mr. John H. Winant serves as Foreign Policy Advisor to the Commander, United States Strategic Command, Offutt Air Force Base, Nebraska. He provides advice on the foreign policy implications of the Command's global responsibilities and supports coordination between the Command and the Department of State and U.S. Embassies worldwide.

Prior to his position at U.S. Strategic Command, Mr. Winant served as Foreign Policy Advisor to the Director for Strategic Plans and Policy (J-5) on the Joint Staff.

Mr. Winant joined the Foreign Service in 1987. His overseas assignments include Deputy Chief of Mission at the U.S. Embassy in Chisinau, Moldova (2004-06); Counselor for Political and Economic Affairs at the U.S. Embassy in Sofia, Bulgaria (2000-03); political and political-military affairs positions at the U.S. Embassies in the Czech Republic (1995-99) and Djibouti (1989-91); and consular officer in London (1987-89). In Washington he has served as a Watch Officer in the State Department's Operations Center, as a political-military affairs officer in the Office of European Security and Political Affairs (EUR/RPM), and as Director for Strategic Communication in the Office of the Coordinator for Reconstruction and Stabilization (S/CRS).

A native of Southern California, Mr. Winant holds a bachelor's degree in political science from UCLA and a master's degree in strategic studies from the U.S. Army War College. He has received three Superior Honor Awards and two Meritorious Honor Awards from the Department of State and was awarded the "Civic Merit" medal of the Republic of Moldova.
