USSTRATCOM Joint Elimination Coordination Element (JECE)

Mission:
The JECE provides operational level planning, command and control expertise, and coordinates joint training and exercises for Weapons of Mass Destruction (WMD) elimination missions in support of combatant commander requirements. Upon request of a supported combatant commander, the JECE enables, through planning support or personnel augmentation, a joint or service headquarters to become a Joint Task Force Headquarters for Elimination (JTF-E HQ) to command and control the forces conducting WMD elimination missions.

Background:
OSD established JECE in DEC 2007. The JECE is arranged along staff codes lines so it has J1 through J8. JECE is charged to enable a JTF-E to perform planning, operations, exercises and training. The JECE is a joint "plug" that can assist a Commander's stand-up to a JTF-E HQs. JECE also supports the Commander, 20th SUPCOM for JTF-E related activities.

Current Activities:

  • Conduct elimination planning
  • Maintain situational awareness of tier 1/2/3 threat countries with known WMD programs
  • Participate in and develop elimination training and exercises in preparation for wartime missions
  • Coordinate planning efforts with other WMD elimination related units, combat support agencies, Combatant Commanders, and other DoD and US Government organizations with interest in WMD elimination operations
  • Recommend requirements for C2 of elimination missions and identify capability shortfalls

Additionally, this joint element will have the capability to deploy to augment an established JTF HQ or to assist in the formation of a JTF-Elimination Headquarters.

  • The standing headquarters capability should conduct the following tasks as a crisis builds:

    • Monitor events and determine focus area
    • Coordinate crisis-specific planning and training
    • Conduct planning for establishment and deployment of JTF-E

Personnel:
JECE is authorized 41 total active duty/reserve component/civilian billets

Budget:
JECE is funded through USSTRATCOM.
