Mr. Robert Cummings is the Deputy Director, Human Capital Directorate, United States Strategic Command, Offutt Air Force Base, Nebraska. He is responsible for planning, organizing and overseeing the activities of the Directorate to achieve organizational and Command goals. He is also responsible for ensuring compliance with legal and regulatory requirements while effectively managing Directorate resources to meet manpower and personnel needs of the Command.
Upon receiving a Bachelor of Science Degree in Business Administration from North Dakota State University in 1977, Mr. Cummings was commissioned through ROTC a Second Lieutenant in the United States Air Force. He served as a manpower management officer in various capacities and locations until his retirement as a Lieutenant Colonel in 1998. His assignments included detachment leadership at Pope Air Force Base, NC, and unit command at Little Rock AFB, AR beginning in 1980. In 1983, he moved to the Air Mobility Command staff at Scott AFB, IL serving in various manpower staff positions. In 1985, he was stationed at the Pentagon as the manpower programmer for Pacific Air Forces Command (PACAF) and for Air Force War Reserve Materials. Beginning in 1987, he served as the executive officer for the Air Force Director of Manpower and Organization.
In 1989, he attended Air Command and Staff College at Maxwell AFB, AL, followed by assignment to Strategic Air Command (SAC) headquarters at Offutt AFB, NE. As Chief of the Organization and Resources Division, he was charged with overseeing the restructure of SAC’s 33 wings, the inactivation of HQ SAC and transfer of every SAC unit to other commands. In 1992, he moved to HQ PACAF, Hickam AFB, HI to serve as the Organization and Resources Division Chief and in 1996 to HQ USEUCOM, Stuttgart, Germany, as Chief of Joint Manpower and Organization where he served until his retirement in 1998.
After retiring from the military, Mr. Cummings was the Supply Distribution Manager for Nebraska Medical Center, a regional hospital system in Omaha, NE. In July 2001, he returned to government service as the Manpower and Organization Branch Chief at HQ Strategic Command, Offutt AFB, NE. In January 2002 he was promoted to Manpower and Readiness Division Chief and assumed his current responsibilities in March 2007.
He is a graduate of Air Command and Staff College and a Distinguished Graduate of the Air Force’s Squadron Officers School. He has a Masters Degree in Public Administration from Webster University, St. Louis, MO.
Mr. Cummings and his wife, Janice, have two married daughters and five grandchildren.
