J2 Director, Intelligence (Acting)

Mr. Richard Hoehne, SES

Mr. Richard “Rick” Hoehne is the Acting Director of Intelligence (J2) at United States Strategic Command (USSTRATCOM).

In his role, Mr. Hoehne ensures timely intelligence support to the Commander, USSTRATCOM and the Command’s Director of Intelligence in order in order to enable the Command’s primary mission: deter military attacks on the United States and its allies and should deterrence fail, employ forces decisively to achieve national security objectives. Mr. Hoehne ensures 24-hour/day global situational awareness and warning to enable strategic deterrence, identify and characterize strategic mobile forces, and provide intelligence needed for the planning and implementation of operational and contingency plans.

Mr. Hoehne was born in Chicago, Illinois. He earned his Bachelor of Science in Economics from Northern Illinois University. His graduate degrees include a Masters in Management from Webster University, a Masters of Strategic Intelligence from the National Intelligence University, and a Masters in Strategic Studies from the United States Army War College. He is presently pursuing a doctorate in organizational development from Creighton University in Omaha, Nebraska.

Mr. Hoehne is a retired United States Army Officer with twenty-three years of service. He was commissioned through the Reserve Officers’ Training Corps, served globally in a variety of command and staff positions, and had the honor of commanding soldiers three times. Besides his current role at USSTRATCOM, his assignment experience also include tours on the Army and Joint Staff, and in tactical and operation assignments in the USEUCOM, USCENTCOM, USINDOPACOM, and USNORTHCOM AORs. As a DIA civilian, Mr. Hoehne has served as a deputy division chief, division chief, and command ODNI and DIA senior representative.

His awards include the Legion of Merit, the DIA Director’s Award, the Knowlton and Saint Barbara’s Medal, as well as numerous civilian, joint, service and campaign awards.
