Navy Vice Adm. Charles A. Richard assumes command of the U.S. Strategic Command from Air Force Gen. John Hyten during a change-of-command ceremony at Offutt Air Force Base, Neb., Nov. 18, 2019. Deputy Defense Secretary David L. Norquist will be the presiding official for the change of command. Army Gen. Mark A. Milley, chairman of the Joint Chiefs of Staff, will also attend. A dedication ceremony will also be conducted at the change-of-command event for Stratcom’s new command and control facility (C2F).
