GRISSOM AIR RESERVE BASE, Ind., -- Brig. Gen. Dean Despinoy, 434th Air Refueling Wing Commander, and Col. Martin Doebel, National Airborne Operations Center Commander, exit the E-4B after the general's tour of the NAOC.  The NAOC is used during national emergencies or destruction of ground command control centers.  The aircraft provides a modern, highly survivable, command, control and communications center to direct U.S. forces, execute emergency war orders and coordinate actions by civil authorities.
