OFFUTT AIR FORCE BASE, Neb. (Oct. 1, 2014) Deputy Commander, U.S. Strategic Command (USSTRATCOM), Lt. Gen. James Kowalski and former Commander, USSTRATCOM, retired Gen. Kevin P. Chilton, center, welcome attendees to the 2014 Capstone Conference. The conference featured five panels of presentations from experts covering topics including the nuclear triad and modernization, deterrence in the 21st century, arms control and verification, regional nuclear dynamics and nonproliferation and nuclear security. The Capstone Conference provides an opportunity for new flag and general officers to learn from experts in the field who present findings from their research to advance a broader discussion on nuclear weapons issues. The conference also provides a venue for interaction among individuals from different services and sectors. USSTRATCOM is one of nine DoD unified combatant commands and is charged with strategic deterrence, space operations, cyberspace operations, joint electronic warfare, global strike, missile defense, intelligence, surveillance and reconnaissance, combating weapons of mass destruction, and analysis and targeting.
