During the ceremony, presided over by Fraser, Kowalski thanked his family, friends, and fellow service members for supporting him throughout his distinguished, more than 35-year military career. His effective date of retirement is Sept. 1, 2015. Kowalski arrived at USSTRATCOM in Oct., 2013, after serving as Air Force Global Strike Command commander, Barksdale Air Force Base, La. Once officially retired, he and his wife, Julanne, will reside in the greater Washington, D.C. area. USSTRATCOM is one of nine DoD unified combatant commands and is charged with strategic deterrence; space operations; cyberspace operations; joint electronic warfare; global strike; missile defense; intelligence, surveillance and reconnaissance; combating weapons of mass destruction; and analysis and targeting.
