U.S. Navy Adm. Cecil D. Haney, U.S. Strategic Command commander, provides the keynote address during a deterrence seminar hosted by National Defense University in Washington, D.C., Oct. 8, 2015. The seminar, titled "Deterrence Imperatives: Capabilities and Education," was jointly convened by the Center for the Study of Weapons of Mass Destruction (CSWMD), part of NDU's Institute for National Strategic Studies; the National Institute for Public Policy (NIPP); and Missouri State University's Graduate Department of Defense and Strategic Studies, to advance awareness and thinking about the importance and requirements of effective strategic deterrence. Approximately 100 officials, experts, faculty and students attended the seminar, which also featured presentations by Dr. Keith Payne, NIPP president, on the need for strategic forces modernization; Mr. Paul Bernstein, CSWMD senior research fellow, on the need for professional military education on deterrence; and commentaries by Ambassador Robert Joseph, NIPP senior scholar, and Mr. Charles Lutes, CSWMD director. One of nine DoD unified combatant commands, USSTRATCOM has global strategic missions, assigned through the Unified Command Plan, which include strategic deterrence; space operations; cyberspace operations; joint electronic warfare; global strike; missile defense; intelligence, surveillance and reconnaissance; combating weapons of mass destruction; and analysis and targeting.
